I don't think it's very obvious how to do it. Steemit should change the button for it to "Upvote" or something like that.
Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
Disagreement on rewards
Fraud or plagiarism
Hate speech or trolling
Miscategorized content or spam
