The about 4% are just the blacklisted accounts with mack-bot. I myself have two account networks in my focus which I'll investigate properly when I have the free time. Thanks for the review.

Nearly all of their accounts are created through the Steemit faucet. And regarding that they created thousands of accounts this way you can say that the registration process is broken.

In this blacklist are the accounts on mack-bot included. If you check for an account and it says blacklisted by steemcleaners, you know that it is on mack-bot.
