Not really, anyone could take care of them, they can breath on their own.

A baby can breathe on its own but not much else. Babies can't feed, cloth or protect themselves. Anyone could take care of it but hey, we wouldn't want to use force to make the mother actually take the baby to someone who would care for it would we? I mean whenever they get tired of taking care of the baby they can just leave it somewhere to die.
