I don't think you should be stingy with the flagging option. All it does is reduce their reputation and their post reward. There is no "moderation" on steemit as far as I am aware.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
