That person was featured by stellabelle recently and is a woman. i think it is just an innocent initiative and perhaps, the person is just watching events on steemit and seeing there likely is a way to incentivize her high number of followers. i will try to reach her about it. i have never talked to her before but i know she can be reached because i have seen her on steemit since months back. left to me, in general i dont see anything wrong with her innovation and i would use it, since there can be dividend. Not every dividend has to be in the form of sbds. moreover, she states, ,she will look at the type of post before resteem, according to what i saw in my wallet message. ofcourse that is the first time, a memo from her. if i can reach her though, i will advice her only to use that memo to aquaintances as not everyone will welcome it or perhaps do a post about it.
