Aceh Toll Road, for Who?

This is the scene of our beautiful, peaceful and comfortable village, away from the hustle and bustle of city life. Here we live, breathe fresh air, breathe with relief. Here we live our simple life, farming, gardening and raising cows or buffalo.

A few months ago, government officials in two or three meetings have informed us that our village will be one of the 78 villages in Aceh Besar and Pidie districts that will be crossed by the Aceh Band Toll Road Project of Banda Aceh-Sigli along 74.2 km.

We are aware, one of the impacts of toll road construction is to sacrifice tens or even hundreds of hectares of rice fields in our area. Sadly, this happens when the farmers in our village are very difficult to get wetland as their place to earn sustenance. In the meantime, to our knowledge, the Government has never had a new land-printing program in our area. Whereas everyone knows, adults looking for alternative jobs in this country is also very difficult.

The other thing that becomes our question is whether the construction of the toll road will not close or restrict our access to our fields, gardens or pastoral zones. We think it is important to note, because until now we have never explained how the detailed picture of the building of the construction of the highway.

What is more sad is our brother who has to be evicted from their village as a result of the construction of this toll road. Government officials who came to the field said that the question of eviction of people whose homes were crossed by toll roads was not their business. They are only in charge of collecting and measuring, and the displaced people will be compensated. Yes, compensation, as simple as that. They do not know, or do not want to know, that we are actually living in a village united in the "meukawom" kinship system. Imagine how heart-wrenching they must be when they are deprived of the roots of their kissing environment.

It should also be understood that the amount of compensation to be paid by the Government is not necessarily able to fully purchase land and build houses in new locations. If people want to buy land and build houses in strategic locations, have access roads, land is not available, or prices soar. The choice, often they are forced to buy land and build houses in locations that do not have good road access, plus must accept the reality of disintegration with their families.

Should not people be driven from their villages because the toll road construction is facilitated by the government to get a new strategic location and still ensure they can live "meukawom" as usual. This is what the government never seemed to think about.

As villagers whose interests are often ignored, blame us if we ask, the plan for the construction of Aceh toll road is actually for whose interests ..? Maybe this is ridiculous, but please understand us completely.

Inilah pemandangan kampung kami yang indah, damai dan nyaman, jauh dari hiruk pikuk kehidupan kota yang menyebalkan. Di sini kami hidup, menghirup udara segar, bernafas dengan lega. Di sini kami menjalani kehidupan kami yang sederhana, bersawah, berkebun dan memelihara sapi atau kerbau.

Beberapa bulan berselang petugas pemerintah dalam dua atau tiga kali pertemuan telah mengabarkan kepada kami bahwa kampung kami akan menjadi salah satu dari 78 kampung di Kabupaten Aceh Besar dan Pidie yang akan dilintasi Proyek Tol Aceh Tahap I ruas Banda Aceh-Sigli sepanjang 74,2 km.

Kami sadar, salah satu dampak dari pembangunan jalan tol adalah akan mengorbankan puluhan bahkan ratusan hektare lahan persawahan di daerah kami. Sedihnya, hal ini terjadi disaat para petani di kampung kami teramat sulit mendapatkan lahan sawah sebagai tempat mereka mengais rezeki. Sementara itu, setahu kami Pemerintah juga tidak pernah memiliki program pencetakan lahan baru di daerah kami. Padahal semua orang tahu, dewasa mencari pekerjaan alternatif di negeri ini juga teramat sulit.

Hal lain yang menjadi pertanyaan kami adalah, apakah pembangunan jalan tol itu tidak akan menutup atau membatasi akses kami ke sawah, kebun atau kawasan pengembalaan ternak kami. Menurut kami hal ini penting diperhatikan, sebab sampai saat ini kepada kami belum pernah dijelaskan bagaimana gambar detail bangunan dari pembangunan jalan tol tersebut.

Yang lebih menyedihkan adalah saudara saudara kami yang harus terusir dari gampong mereka sebagai dampak dr pembangunan jalan tol ini. Petugas pemerintah yang turun ke lapangan mengatakan bahwa soal penggusuran masyarakat yang rumahnya dilintasi jalan tol bukan urusan mereka. Mereka hanya bertugas mendata dan melakukan pengukuran, dan masyarakat yang tergusur akan diberikan ganti rugi. Ya, ganti rugi, sesederhana itu saja. Mereka tidak tahu, atau tidak mau tahu, bahwa sesungguhnya kami hidup di gampong menyatu dalam sistem kekerabatan "meukawom". Bayangkan betapa perihnya hati mereka ketika harus tercabut dari akar lingkungan perkauman mereka.

Harus dipahami juga, bahwa besarnya hitungan ganti rugi yang akan dibayar Pemerintah belum tentu dapat sepenuhnya membeli tanah dan membangun rumah di lokasi yang baru. Jika masyarakat ingin membeli tanah dan membangun rumah di lokasi yg strategis, memiliki akses jalan, tanahnya tidak tersedia, atau harganya melambung tinggi. Pilihannya, sering kali mereka terpaksa membeli tanah dan membangun rumah di lokasi yang tidak memiliki akses jalan yang baik, ditambah lagi harus menerima kenyataan bercerai-berai dengan keluarga mereka.

Bukankah sepatutnya orang-orang terusir dari kampung mereka karena pembangunan jalan tol itu difasilitasi pemerintah untuk mendapatkan lokasi baru yang strategis dan tetap menjamin mereka tetap bisa hidup "meukawom" seperti biasa. Hal inilah yang kelihatannya tidak pernah dipikirkan pemerintah.

Sebagai orang kampung yang kepentingan kami sering diabaikan, salahkan jika kami bertanya, rencana pembangunan jalan tol Aceh ini sesungguhnya untuk kepentingan siapa..? Mungkin ini konyol, tapi mohon pahami kami seutuhnya.
