The secret is not how to get a Puerto Rico Drivers License, but what to do after you get it.
Find your place of residence. It's tough to get anything accomplished without having a physical address.
Gather your social security card, passport, and proof of residence (lease agreement) and $130
Head to License and Co. Located on the 2nd floor of the Supermax. Just right across from the double tree.
114 Avenida José de Diego, San Juan, 00907You'll probably spend more time waiting to get helped, then actually filling out the paperwork. You'll give up your current license, and get informed on the time frames you can go to the DMV to take your photo. If you want a license you can use with TSA, request the "real" ID for $130. This one will have a yellow star in the top right hand corner.
Once you arrive at the DMV, there will be a separate line so you can cruise past the 100 people waiting in line. This part only took me 10 minutes.
Once you take your photo, call License and Co back to let me know you took your photo. I called in the morning, and by the end of the day I had a voicemail that my license was ready for pick up.
Contact the state in which you had your previous license, and inform them to cancel your license. This will add a clear closer connection to Puerto Rico, instead of where you lived previously.
