off course! Steemit is a platform that tries to generate content which is useful and which is paid out for the worth it is. So people are more generous in liking when they feel that you gave them something useful or some knowledge. For example; if you have a hobby and like to share it with us, the steemians will appreciate it and give you likes. But getting likes and followers takes time and effort. So try to get some content which you created and what you can give us knowledge about; for example where you live, your work or what you do in your daily life. Maybe you make music or draw, or maybe you have the best cooking skills :)
Also when you are more active to other members, the people will be more active to you
