The draft law on the regulation of cryptocurrencies in Russia is ready in the primary version, the head of the State Duma Committee on the financial Market Anatoly Aksakov said during the round table "Crypto industry: trends, technologies, regulation".
The deputy noted that the document is already "lying on his desk," but it is still "damp," so the authors are not ready to make it public. Soon there will be a "fairly consolidated" version, which is being prepared and edited by a group of specialists, Aksakov said. According to him, the document covers such issues as the regulation of mining and the work of cryptocurrency exchange operators.
"These ideas formed the basis of the bill. It's still a bit damp, and we're working on it, so I'm not ready to make it public yet," he said.
He also said that part of the proposals of the Ministry of Finance had to be abandoned, but there is no question of a complete ban on cryptocurrencies. Regulation of the cryptocurrency market will make it more transparent, establish the identification of participants, introduce the declaration and taxation of income, Aksakov added.
The head of the committee admitted that after the first reading the bill may undergo significant changes. By the end of the spring session, the State Duma will be able to consider it at least in the first reading, he stressed.
In response to the comments of the presenter, Aksakov said that he had never supported the position of the Central Bank on the total ban of cryptocurrencies in Russia.
"You are misinterpreting my position. I welcomed the Central Bank's report as a reason to start a discussion, but it is incorrect to say that I supported it. Millions of our citizens have invested trillions of rubles in these tools, and now it is difficult to prohibit work in these tools at best, and in the worst case – inhibiting the development of relevant technologies. Digital instruments will increase, their share will increase, and this should be taken into account when introducing regulation of work with cryptocurrencies," he said.
Earlier it became known that the Ministry of Finance and the Bank of Russia should prepare a bill on the regulation of cryptocurrencies by February 18. On Tuesday, the Ministry of Finance presented a roadmap under which cryptocurrencies are proposed to be equated with property and taxed on profits.
