John Bolton's threat to al-Qaeda and two questions

Recently John Boulton, consultant of US President Donald Trump, said in Jerusalem that if al-Qaeda is carrying chemical bomb attacks in Syria again, America will again attack Syria.

Now the question arises - why Bolton went to deliver a speech suddenly in Jerusalem. Is it a wise thing to do? And, the general people are asking for what they are thinking about.
