The Bible tells us that God made a pact with David through the prophet Nathan, about an eternal and perfect Kingdom in 2 Samuel 7:1-17. Psalm 2 is a reminder of this pact, this Psalm in its beginnings was attributed to the life of King David, but later the christians reinterpreted the Psalm associating it with the Kingdom of Heaven and the primacy of Christ in the world. The Psalm, like any oracle, is imprecise and general and can be freely interpreted.
But the Psalm reflects on a very precise idea, God is almighty and sovereign. And God in his eternal providence overthrows the powerful and arrogant, and on the other hand, exalts and bestows his glory on his anointed, whom the Lord chose to represent him on the face of the earth to reestablish righteousness in the world, because by the divine laws, the righteous are rewarded and sinners punished (Psalm 1:6). Psalm 110, where the envoy from on high, the Messiah, is declared as prince and priest of the Lord is a continuation of this Psalm.
The Psalm 2 begins the song telling us, that those who oppress the world conspire against the Messiah:
"Why do the nations conspire
and the peoples plot in vain?
The kings of the earth rise up
and the rulers band together
against the LORD and against his anointed, saying,
´Let us break their chains
and throw off their shackles´" Psalm 2:1-3.
The Psalm goes on to explain that for the Lord this is just foolishness in Psalm 2:4-6; because God has given to his anointed the dominion over the earth Psalm 2:7-9.
The Lord has a plan, the Psalm tells us, and those who do not put their hearts in God are doomed to their destruction:
"Therefore, you kings, be wise;
be warned, you rulers of the earth.
Serve the LORD with fear
and celebrate his rule with trembling.
Kiss his son, or he will be angry
and your way will lead to your destruction,
for his wrath can flare up in a moment.
Blessed are all who take refuge in him" Psalm 2:10-12.
