Describes a situation where a team or organisation has no clear strategic direction. In extreme cases it might mean that senior people are fighting with each other, pulling in different directions.

Suggested usage example: "The Brexit negotiating team is acting like a bus with four drivers"

What happened in real life: Is having four drivers always a bad thing? This was an real-time training exercise. One of the drivers was driving, another was wearing a hi-vis jacket marked "Driver Mentor". I assume that the other two were observing to learn from the driving guy's mistakes. I also assume that at some point they would be rotating drivers. I'm kind of glad that they do this on live journeys even though all the feedback I heard him give was about speed and attention to other road users.
