"Decide" implies conscious thought and intention, the complete opposite of what I was talking about. What you are asking is a loaded question.

Okay maybe we are having a miss understanding here. Let me clear this up. What is a right that exist now that wasn’t a right before? If you think of anything then let me know what changed to make that thing that was not a right into a right.

The question is fundamentally malformed. It's not a matter of a specific point in time. It is a question of the origins of rights and morality in general.
