Who Pays?

Eleventeen thousand years ago mankind had no language. We know this because today we have several different languages, about 6500 in fact, and many of them are completely different from each other. Furthermore, many language have gone extinct. No one speaks them, or even remembers them, anymore.
.
Therefore...language is NOT instinctive. Language is NOT innate. Language is an invention. Someone figured it out.
.
Does he own it? If so how do we pay him royalties? If he’s dead (duh) how do we pay his estate?
.
Moving on...as the language (any language) matured, acquired more words, sin tax, grammar nazis...and all the rest...people invented stories. A verbal tradition was borne.
.
Who owned it. What was the price? How can they be paid?
.
(Flush forward a bunch of years, to today)
.

WRITING is invented. (see argument above regarding invention)
.
People started writing stuff down. The meaning was engraved in rock (literally in some cases) and lasted longer than the sounds in the air. Who owns the language? The operating system? Much Like Window’s ten but not as nasty. Who should we pay for the print function for the operating system of our mind?
.
Language today is bigger, more robust, more colorful, and the grammar nazis are weaponized. They have spell checkers and other electronic programs to assist them in making other people feel bad. English has about a million words and it’s continuing to grow. They must get some kind of feeling of superiority by doing what they do.

Enough of that. Back to the matter at hand. Tools. Verbs, nouns and everything else are the tools of language. Who invented the tools? Should they be paid a royalty?
.
What am I bid for a verb? What does a preposition cost? How about a vowel?
.
Who benefits? who Pays?
.
At what point should the author, anything from a trashy pornographic ebook , a more respectable romance, a skifie series, a movie, a

a TV show.
.
Why pay for some and not for other?

Even if there was a single person who invented language, this person did not make it to the point where they could invent it on their own. No one can really claim 100% credit for anything.
