i offer for prioritizing those immigrant applicants are ready to sign an agreement to pay fine for having child. (And already childless)
They create kid for selfish reasons.
Even announcing this law will drop world population growth, which make life in other countries better and therefore reduce illegal immigrants. Also an income for goverment.
