It was an issue. The customer couldn’t run and high amp appliances but al the lights worked. On of the hot legs was down about 20 volts compared to the other. Then given the info from the homeowner about his issues, I knew he had some bag underground cable. A lot of the time you can get full voltage but once a load is applied... nothing.
