The only rational way to go about negotiations like these is to get into contact with a player's club. Ask them for their valuation of said player. Then undercut that valuation by about twenty million. Then when the other club, quite naturally, refuses to sell, you slowly increase your bid in 2 million increments, while the other club gets increasingly more frustrated and agitated, because they've clearly quoted you their price and haven't bought a replacement for their player yet and time is running out because the transfer window is closing soon, until they finally run out off patience and tell you to fuck off. Everything else would be wasting precious money and we can't have that here at Accountants F.C., can we?
