I wonder if more art is being put into public spaces because the artists are rebelling against the art establishment, galleries and art market or are not willing to exhibit in an indoor space. I mean as much as some of this art might be colourful and interesting to some, there is also a point of view that says it might not be nice to look at for everyone, and with it being in a public place, our choice to look at it or not is denied us. At least in a gallery one can decide to go in or not.

Good question @bygdatv .... but what ever happens we all have a choice to like or dislike or even be judgemental... and what ever the answere is to your question is? ? We all have a choice to like or dislike so what ever there flavour is then i certainly wont go against anybody cause they dislike. Hope you enjoy your day/evening :0)
