The first step is to make a rough base shape, this will help you map out the body of a cheeb and it keeps things proportional. The circles to the side of the head is where the ears will go and that's where the chin will meet with the ears.
Once we have the ears and chin made we can begin on mapping out the eyes. We have to make sure they are aligned together so they look good. We don't want an eye drooping lower than the other so take your time lining them up. Also at this stage we will be adding in the tiny lil fingers.

Now we can draw in the eyes, make sure they are big but not too big because we want to leave in enough forehead so we have room to place down the hair. Once you've got your eyes done you can now sketch the hair and expression.

It's now time to draw the clothes onto the base body. This is also the time to make any last edits before inking. I suggest at this point leaving the pencil sketch drawing alone for thirty minutes and then come back with fresh eyes to spot mistakes you didn't see before. When you are happy with your sketch then it's time to start inking.
Make sure to ink with a light hand. You can get thinner strokes with less hand pressure and thicker strokes with hard pressure, whatever style you want to do, make sure you are mindful of your pressure. It takes practice to train your hand to remember stroke patterns, so it's always good to draw circles on some scrap paper with your pen before inking.

And with the final stage of inking, we want to add little crosshatches in the hair to give it a sense of depth. I also used a white gel pen to give the little extra details in his eyes to make him even cuter.
