What is meant by: "Ultimately, the value of Manna will be by those who receive the currency." ?

Can you rephrase this please? Do you mean the people who receive MANNA are the value? Do you mean the people who receive MANNA will make it valuable? Please clarify, because it is an important sentence in this article.
