Paul is explaining to us in the first epistle to the Corinthians that everything that comes from God is ordered: "For God is not a God of disorder but of peace", 1 Corinthians 14:33.
This order that comes from God is the same gift of providence, this perfection of God is a divine attribute, that is, a perfection proper to God, the divine prudence that disposes everything: "Oh Father, You rule everything with Providence" Wisdom 14:3; also "Wealth and honor come from you; you are the ruler of all things. In your hands are strength and power to exalt and give strength to all", 1 Chronicles 29:12

God is the wisdom itself, Thomas Aquinas explains to us, and because he is wise he loves good. Wisdom is before love, because to love something you have to know it first. About the wise explain Aristotle in his book Metaphysics: "It belong to the wise person to order", "Corresponds to the wise to lead and not be led".
This order of which Paul speaks to us, we observe in the beatitudes of Luke, the beatitudes are the logical aspect of God.
The beatitudes reward the progressive, the edifying, the benevolent; and on the other hand they punish the unjust, chaotic, involuntary, destructive with blessings and curses:
"Looking at his disciples, he said:
Blessed are you who are poor, for yours is the kingdom of God.
Blessed are you who hunger now, for you will be satisfied.
Blessed are you who weep now, for you will laugh.
Blessed are you when people hate you, when they exclude you and insult you and reject your name as evil, because of the son of man.
Rejoice in that day and leap for joy, because great is your reward in heaven. For that is how their ancestors treated the prophets.
But whoe to you who are rich, for you have already received your comfort.
Whoe to you who are well fed now, for you will go hungry.
Whoe to you who laugh now, for you will mourn and weep.
Whoe to you when everyone speaks well of you, for that is how their ancestor treated the false prophets." Luke 6:20-26.
The beatitudes are perfections, we cannot attribute imperfections go God, that is why Paul teach that God is a God of peace, the peace is a fruit of the spirit: "But the fruit of the spirit is love, joy, peace, forbearance, kindness, goodness,faithfulness, gentleness, self-control. Against such things there is no law" Galatians 5:22-23.
