After the Binance hack, where hackers farmed accounts with phishing attacks and stolen api keys and then sell all altcoins and pumped Viacoin 100x so hackers could sell the pumped viacoin. Binance detected the attack and stopped withdrawals to prevent malicious transactions and have time to research and understand the attack. They reversed all the malicious transactions and suspended hackers funds and donate them to charity, so hackers just lost alot of money instead of winning.

Binance came out and created a Hacker Bounty because like they say, the best defence is attack.
