I am struggling to understand how this is enforceable. How can they compel you to disclose your wallet key if you claim you don't have any BTC? The only way they can deduce you owning BTC is by your bank transactions, but you could just as easily claim that you sent that BTC and no longer own it. There are big enforcement issues at play here.
