KiboLotto is a scam?

Sometimes even experienced bitcoinist can be difficult to navigate in a complex and diverse cryptomarket.
I subscribe to the newsletter of any products and services related to Bitcoin are met. In the same way I got to mail an offer to become a member to Kibo Partners. The first thing that caught my eye when I opened this well-laid out presentation - a referral program. 8 levels! And the proposal to deposit money to become a member. After that, everything in the best traditions of multilevel marketing: gold and silver statuses, pyramids attract users, referral percentages, and more. While the description of how the lottery will work, who will spend the money, they will be distributed, I could not find.
Now they have announced the launch of Lotteries. However, no rules or conditions of the draw, I also could not find. Just the announcement of the contract on the basis of Ethereum. But at the same time they take the money to the purse and not on contract. After the contract with them is much more difficult to withdraw, at least at times more transparency.
If they continue to operate in the same manner - then wait for "haircut". "Chosen shall investors" have already paid for $ 2,400 each, and now the army unknowingly discourage their own money attracting more cautious but no less gambling users.
For information: On May Bitcoin Conference in Moscow, I met with one of the participants, and he shared his business card. On the business card logo was infamous OneCoin. "The last project" - said my new mate. During the conversation, it appears that KIBO and OneCoin one founder. Google it: #onecoin and #kibopartners #kibo #kibolotto
