There is no way they give up central control over it so I agree with your general point.

    Decred makes perfect sense to be used by Governments, its mining is 70% POW and 30% POS wherein the POS guys can invalidate the block. Also some percentage of every block reward goes to fund future operations(aka Dash). So no surprise Venezuela government choose Decred they would have the control over the block generations and also have certain percentage of the new coins.
