Stellar is distributing 16 million Lumens! Stellar took a snapshot of the Bitcoin blockchain at the first block mined on June 26th. If you held your bitcoin in a wallet at that time, you can claim your percentage of the Lumens distribution based on how many Bitcoin you held at that time. Bitcoin holders have until August 27th to claim their share of the Lumens distribution. All unclaimed Lumens will go to the Stellar.org's operational fund and to the Build Challenge.

seems if you store your btc on an exchange you have to see if your exchange agreed to give its users they're coins . Poloniex has not agreed

Yes, I'm not exactly sure which specific exchanges may have committed to the distribution process. I would strongly advise not keeping all of your BTC on an exchange and try to keep them in a wallet where you control the private keys for security and so you can take advantage of these type of offers more easily. Also, outside of bitcoin, many coins have benefits to keeping them in a native wallet versus an exchange if they are proof of stake.
