Blocking all cryptocurrencies would be hard as it would require blocking access to all seed nodes and blocking all the ports used by each cryptocurrency. Some cryptocurrencies use name servers for seed nodes and that means those name servers need to be blocked too. Most likely they would try to force hosting companies to shut down accounts used by cryptocurrency developers so people can't even download the node daemons.
