If it happens then it will be possible for most financial institutions to invest directly in BTC. There are some regulations and compliance that most firms follow which makes it impossible for them to invest in "exchanges" like coinbase. Doing it directly on an ETF eliminates this constrain, opening the doors for them to put potentially billions of dollars
