    As far as i can tell it's still in testing , i believe the goal is to bring it onto the original bitcoin chain with consensus.

          No, it's an off-chain solution. Doesn't change "Bitcoin" in any way. It works through segwit, which already exists. https://en.wikipedia.org/wiki/Lightning_Network
