Is one possible positive outcome of such a system that the CB balance sheet becomes transparent via the chain?

I agree seems not great for crypto on balance but is it an improvement over current fiat?

    In my opinion no, because it will mean every transaction will be monitored, and everyone will be forced to have an account controlled by some form of bank.
