I wonder whether the IMF is suggesting that banks invest in creating their own proprietary cryptocurrency networks or just buy bitcoin.

    Yes that's what they are trying to do so as to be able to control the downfall of hard currencies against the crypto currency and to also be able to lure businesses that now prefer payment with crypto back into the banks
