The European Union Fourth Anti-Money Laundering Directive is the most sweeping AML legislation in Europe in several years. On 25 June 2015, the EU Fourth Directive was enacted, which replaces the previous Third Directive. With a two-year window for implementation, all EU member states must be compliant with the new mandates by 26 June 2017.So.

And Based on that new legislation Most of the Bitcoin cryptocurrencies credit cards had been effected , and they limited the unverified accounts to very limited amount that can be withdraw using their cards , 

Cryptopay.Me  : has changed now the lifetime  load limit from 2500$ to 100$ 

Xapo : 

  1. The maximum load for an unverified cardholder across all cards will be reduced from € 2,500 to €250.  
  2. The maximum unload through point of sale transaction and ATM withdrawal for an unverified cardholder across all cards will be restricted to €100.

remember all these changes will effect only unverified clients
