Not quite sure if I do agree with your assumption on why S. Korea would decide to ban exchanges. I mean, exchanges are somewhat in an early stage, and they might also want to protect their citizens. In some weird way.

It was a FUD they don't want to ban exchanges in their premises, they just wan't to regulate exchanges in their country. Of course all government want their slaves back in their grid,
