From my lil knowledge, they have the same owner ie the same person created both. Also there is a way steem is pegged to bitshares, but i don't know the full details.

    • Bitshares 1.0 – 2014 (DPoS v.1.0)
    • Bitshares 2.0 – 2015 (Graphene Blockchain – DPoS v.2.0)
    • STEEM 2016 – (Graphene Blockchain – DPoS v.2.0+)
    • EOS 2018 – (Graphene Blockchain – DPoS v.3.0 (multithreading in ~2019))
