Over the last four weeks, I see that the total SP burned has ranged between 4K and 4.3K. I hadn't noticed the decline in SP per post, though. You're right that the SP per post was a bit lower last week.
Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
Submit
