James Howells, who mistakenly discarded a hard drive containing approximately 8,000 bitcoins a decade ago, has been trying to retrieve it from a landfill.
He estimated its value at £4 million at the time but now believes it's worth around £227 million.
Despite his efforts, Newport council has refused to allow excavation of the landfill site, citing environmental concerns.
