The “rode circuit” over decentralized network

In the period prior to the late eleventh century was greatly hampered by difficulties of communication. The empire, as well as those kingdoms (like the Anglo-Saxon kingdom) that were outside the empire, had virtually no central administration, no centrally administered fiscal system, no central judiciary, no representatives whatsoever in the localities; emperors and kings carried their government, for the most part, with them, in their imperial or royal households, as they "rode circuit" through their domains (Berman Harold (1983), “Law and revolution. The Formation of the Western Legal Tradition”. Harvard University Press, Cambridge. p.571).
The reason for such lack of centrality was in travel difficulties, which lead to incapacity to control citizens. In modern world the technology provide the same level of uncontrolled behaviour. The decentralized systems like blockchain are out of control of the state authorities and even founders. The government can “travel” over distributed nodes and control decentralized networking systems just in special rare cases. Only goodwill of their participants to disclosure information and willingness to pay taxes or in other words high morality of the participants can confirm the governments’ authority.
