The growing numbers of internet users have resulted in the continuous allocation of internet protocol (IP) to individuals, public and private establishments. This will continue to increase as the number of internet users is continuously increasing every year. IPV4 has been known to be the set of internet protocol which are assigned for anyone connected to the internet, not too long ago, IPV4 become exhausted. This is a result of characteristics such increase in mobile devices which has become a viable internet host, a rise in broadband connections which most time is on standby and rarely turnoff (routers and modems belong to this category), and demographic nature of the internet and disorganized use of addresses. Continuous depletion of the IPV4 resulted in transition into IPV6 technology which has been abandon for almost fifteen years to address these challenges.

Background of the problem
Problem associated with the management of existing IP addresses (both IPV4 and IPV6) is that the present system is a centralized system where there is a central authority (Internet Assigned Numbers Authority (IANA)) responsible for managing and controlling IP addresses. Address pools are managed by private registries for centralized authority which makes them be subject to the legal structure of the countries in which they exist. This arrangement generates a regulatory spill.

JACS Solution
The advent of blockhain technology has brought about a shift from a centralized system to a decentralized network where many of the problem associated with centralized system are minimized. JACS is an acronym that stands for Just another Telecommunication Stack, a child company under ViaBlock limited intending to break the barrier existing in IP addresses management using blockchain technology. JACS will build a framework in which no single authority (international, national or regional authority) will be responsible for IP addresses management thereby strengthen the security of the internet routing system and also removing additional charges for internet users (maintenance or renewal fee).

JACS is designed as a complete solution that outlines not just how terms of inter-domain interactions will happen, but most specifically how interactions will occur between the scattered JACS domains over the public IP-based Network.

Through JACS, the work and dedication and expense of making a true, internationally recognizable solution to IPv4 is achieved by JACS and its group. JACS will also give a seamless transition to already existing IPV4 block owners by allowing them to obtain JACS block free of charge in relation to their IPV4 holdings which will serve them for many years.

Also, for individuals and group of people who are willing to start a project will be running or operating telecommunication services will have the privilege to acquire JACS block at minimal cost which is considerably cheaper than the cost of obtaining an IPV4 or IPV6 address and also cost associated with operation and maintenance will not be required. The transaction and data histories are completely transparent and will be kept permanently on the blockchain network and there would be a standard of use and ethics that would be an important part of the blockchain agreement, ensuring it is and even the possible modifications are up to the public, whether the public agree to modify part of it or perhaps modify it all entirely, everything will be accomplished and implemented appropriately.

Conclusion and recommendation
Today, everyone always seek for a better way through which they can render or make use of services in a more secure, convenient and most importantly, cheaper way. There is no doubt that no existing IPV4 block owners or intending services providers will see JACS and overlook this project. This is not because of the benefits it offers but by combining both already existing technologies for IP address management with blockchain technology give an indication of a better and quality services it will rendered.
