Jack you are right no value our studies in today's world with out having of skills what we do in universities, if we have skills then company will hire us otherwise no value of our degree whatever we have. Again another smart contract system that doesn't connect to the real world. How is the skill-level audited? Simply because you put it into a blockchain, doesn't mean the input is legit. People could easily just let their friend do whatever it requires to up the trust score and then get hired without any experience whatsoever.
