Voting can be transparent and secure without blockchain but i agree with the need for transparency. At the same time i will say that many sheeple out there want a private vote.. I agree with you about participatory budgeting also.. Skim my posts as they are all about direct democracy. Some of my posts have some cool direct democracy links

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
