Many years ago, Instagram users are mainly focused on the "likes" & "followers" which results to the development of tools & apps for a user to monitor likes & follows to the user's account.
Since the only rewarding part of being in IG is to be able to acquire likes & follwers. In result, the "like-for-like" & "follow-for-follow" became a thing especially for a non-influencer IG accounts.
When I was still posting in my IG account, I can honestly attest that the "like-for-like" and "follow-for-follow" strategy did worked for my account. I gained likes & follows much faster than some other accounts. Although my account followers grew, it is still not worthy of my time and unsatisfactory.
Now, it seems like IG realize this issue and are working on making "likes" invisible to other accounts aside from the owner of the IG post. I personally agree to this to change the mindset in IG that posts should be about the content and not about the "likes".
In the case of Steemit, there was a discussion about rewards to be hidden to prevent pre-judgement on the post based on rewards.

This could be a really nice and great step for instagram future.I see everyday fake account with thousands of likes or followers without any valuable content.
Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
