Totally agree - lived in Paris for 9 years and didn't quite experienced it the same way as now when I return occasionally as a tourist.
Not to rain on your parade but in the picture you took you are next to the Canal Saint Martin I believe, not next to the Seine (with "e" instead of "a"). Other than that, steem on !

Paris seems like a nice city to go to! Shame on me that I have never been there while I am living so close! The water is indeed really high! Is it normally as high as the water in Amsterdam? A little bit more rain and it will over float I guess..
