I would say 20 degrees is just right, but these southern Europeans are not used to the 'cold' temperatures

Those thermometers you can find on the street are not too accurate . Take a look at the oficial data here the website of the National meteorology office also in english and other languages.
20°C it's hot in winter even for us southern europeans but it happens lately (weather global change?). People don't take off the clothes in order to not get ill due to sudden temperature changes. As we are more used to hot temperatures it's better to be hot than cold or flue could come up.
If I think of you as used to very cold temperatures I can understand it's odd this kind of images but not more than those of northern europeans in shorts and T-shirts during our winter.

We no longer have a normal winter. Here, in Serbia, there are only a few snow days. 20 years ago wasn't like that.
