It's All About Blueprints.
With Fallout 76's Nuclear Winter add-on you have the ability to build c.a.m.p.s. There are some restrictions, you cannot add pro-active defences such as turrets and there are no power options, (not that this is required.)
The issue is though, where you can spend hours constructing a base, this simply isn't an option as there is very limited time and of course, whilst your building there is always the chance of other players attacking and killing you.
The best way forward to build your c.a.m.p.s quickly and efficiently is to do this in Adventure Mode and save as a blueprint, that way you can instantly deploy them without the need to go through the rigmarole of construction.
It would have been great to be able to save blueprints in the actual Nuclear Winter but it simply isn't an option. The downside as well was that I had to deconstruct my original camp in the adventure game to build one for FO76 NW, which was a bit of a pain as the blueprint didn't save correctly and had to spend a couple of hours rebuilding.
