I remember reading an article that stated that up voting too often diminishes your steempower. Is it true?

No. Steem power are steem which is yours. Voting power is different. You can vote 10 times a day to keep your voting power at 100%, but its nothing wrong if it goes lower. I'm using this: https://www.steemnow.com/ type your username and you're ready to go.
