He votes with sock-puppets accounts: @pfa, @jerjanjo, @bigbigtoe, @crypo.lovr. Total account SP around 50000 or 50K. Moreover, @pfa, @jerjanjo, @bigbigtoe, @crypo.lovr et. al. also use similar strategy for eleventh hour voting in comments.

He votes at the eleventh hour (12-20 hours) before reward maturation. This is a structural problem of STEEM blockchain that anybody with little trick can selfvote 100% without any repercussions.

It can be further automated with bot commenting and voting at the eleventh hour (e.g. 1 minute before maturation).

Solution: Currently, some of their votes are 20 hours to mature, therefore, a moderator can flag with good timing. Or, BOT vote flagger can trigger a flag when voting is done with appropriate amount of VP.
