Another way to describe Hoppe is that he is a brutalist libertarian who for example argues that it is morally ok to remove or exclude communists and homosexuals by coercion. It is a fallacy in theory, but in practice Hoppe is advocating brutalist behaviors where many things can be justified as long as they are labeled as libertarian = postmodernism, opportunism
Democracy is based on conversation. Majorities and minorities in a democracy are temporary on depending on the issue. Democracy is not equal to representation per se. This is why there are terms as representative democracy.
Of course that one can have democracy without taxation if for example one is living in Liberland or in an anarchistic community. The main challenge is that the world is still organized with states as the main unit . Even in an ancap society one can still have open conversations and decision-making = democracy, but without taxation and representation as a Parliament. As in the case of the Free State Project.
