The issues have been resolved, there is no bug, ask if you care enough to do so.
what @builderofcastles already said, calculating the value of a flag can be nontrivial. Depending on what interface does it in what way, you get an over or under approximation. Some just flat out say 0. But the pending payout should change.

I checked it. 7 days. Don't flag stuff that is already after 6.5 days or you will gradually get less out of your flag. If you flag after 7 days it should cost no vp but also have no effect.

I believe it is the problem with the interface, it doesn't accurately calculate negative values. I had a similar problem earlier when i tried to find out how much negative a flag made one of my comments. The value of the flag was $0.00
