Going to the gym and looking to bulk up doesn't need to be expensive. Protein powder can be quite expensive so it's understandable why so many opt out. I have personally taken these foods to cram in the protein when I was a student and had a small cash flow.
Tuna
Greek Yoghurts
Whole fat milk
Eggs
Cottage cheese
Sunflower Seeds
Nuts
Brown Rice
Just remember though, the diet is very important but you also need to put in the hard work at the gym. For bulking try to attend at least 3x a week and 1 hour per session. Don't waste time talking or on your phone, focus, get in and get out then rest, recover and GROW.
