The Jabalia refugee camp airstrikes in recent days are even worse calculus than this.
This was after an Israeli strike on Gaza city in 2002. Israel dropped a 1 ton bomb on the house a Hamas leader was in. The blast damaged or destroyed 37 houses in the vicinity. 14 civilians were killed, including 7 children. Casualties were upwards of 150.
Notably in the wake of the strike, 27 IAF reserve pilots including IAF Brigadier General Iftach Spector signed a letter refusing to fly assassination sorties over Gaza and the West Bank in protest.
Ariel Sharon later admitted if he knew the outcome he would have postponed the assassination.
